TO ACCEPT  THE PROJECT “INVESTIGATION AND ASSESSMENT OF THE HYDROELECTRIC PROJECTS ‘S  NEGATIVE IMPACTS ON THE ENVIRONMENT IN NGHE AN  PROVINCE AND TO PROPOSE THE SOLUTIONS TO MINIMIZE THESE IMPACT”

Nghe An province’s hydropower planning includes 32 projects with a total capacity of 1,259.7 MW approved by competent authorities. Of which, 22 projects have been built and put into operation.

The projects built and put into operation have contributed positively to the socio-economic development of the province and localities with hydropower: Providing clean energy for the national power grid about 3 billion kWh/year; contributing to the provincial budget about 650 billion VND/year); creating jobs for workers, contributing to improving the quality of human resources; contributing to environmental protection, reducing greenhouse gas emissions; some large hydropower projects such as Ban Ve, Hua Na contribute to limiting floods and droughts; strengthening infrastructure; contributing to shifting occupations and changing the economic structure in a more positive direction; expanding cultural exchanges along with socio-economic exchanges with other regions; contributing to hunger eradication and poverty reduction, improving social justice for local people, etc.

On the other hand, hydropower projects have caused and can cause negative impacts on all three aspects: environment, economy and society.

Therefore, the Provincial People’s Committee issued Decision No. 3775/QD-UBND dated September 25, 2019 on the implementation of the project “Investigation and assessment of negative impacts of the hydropower system in Nghe An on the environment and proposal of solutions to minimize impacts” assigned to the Center for Environment and Social Development (under the Union of Science and Technology Associations of Nghe An

The Center for Environment and Social Development has coordinated with the National Key Laboratory of River and Sea Dynamics (under the Institute of Water Resources); the Institute of Geography (under the Vietnam Academy of Science and Technology); scientific agencies; and relevant district People’s Committees to fully implement the tasks and specific contents of the project. After nearly 4 years of implementing the project, on September 8, 2023, at the Department of Natural Resources and Environment of Nghe An province, the Provincial Acceptance Council chaired by Dr. Thai Van Nong, Deputy Director of the Department of Natural Resources and Environment, and 11 members met to evaluate the results of the project implementation.

In addition to the Project Implementation Results Report, there are 14 Special Reports and 11 Appendices

11 special reports as follows:

  1. Report on results of environmental sampling and analysis
  2. Report on sociological investigation results
  3. Report on synthesis of images of 13 works that have been put into operation
  4. Report on satellite images
  5. Report on Mapping the current status of environmental factors
  6. Report on Mapping the vegetation cover of the hydropower system in Nghe An province (01 map of the whole province at a scale of 1:50,000)
  7. Report on the map of changes in vegetation cover and lake shores of the hydropower system in Nghe An province for the 2 periods of 2000-2010 and 2010-2019 at a scale of 1:25,000
  8. Report on Mapping the maximum rainfall corresponding to the frequency of 1%, 5%, 10% in Nghe An province An (03 maps at scale 1:100,000)
  9. Report on subsidence, erosion, and sedimentation maps
  10. Report on flow models (rain-flow hydrological models)
  11. Report on one-way hydraulic models simulating reservoirs and river networks
  12. Report on two-way models and one-way-two-way connections
  13. Report on downstream flood maps (12 flood discharge scenarios and 4 dam break scenarios).
  14. Report on vegetation cover mapping and vegetation cover change maps of the Ban Ve hydropower project area in Nghe An province

After 5 hours of continuous work, the Acceptance Council agreed to accept the project with a Good result, and at the same time requested the consulting unit to urgently supplement and edit the Report according to the Council’s opinion to complete the Report.

The Council discussed and evaluated the results of the Project implementation.

This is one of the efforts of the Union of Science and Technology Associations of Nghe An province in consulting, criticizing and social appraisal; mobilizing intellectuals and experts inside and outside the province to contribute to the sustainable development of the province./.
