Scientific conference to develop a sustainable management plan for areas contaminated with pesticides in Nghe An province

Nghe An is one of the provinces with the largest number of stockpiles of pesticides in the country from the war period and the subsidy period. Nghe An province has actively reviewed and analyzed 277/913 contaminated points, Analysis results have identified 265/277 sites with residues of pesticides in the soil greater than permitted standards (accounting for 96%). Therefore, it is necessary to have a plan for sustainable management of these residues points.

With the support of Vietnam Environment Administration, Ministry of Natural Resources and Environment,

 On October 8, 2015, in Vinh city, the People’s Committee of Nghe An province held an international scientific conference “Develop a strategy to manage areas contaminated with pesticides integrated with land use planning in Nghe An province”. Workshop under the Component “Development of a management strategy for areas contaminated with pesticides integrated with land use planning, pilot application in a province” of the project

“Capacity building to eliminate residual pesticides POPs in Vietnam”.

Sponsored by United Nations Development Organization UNDP, conducted by the Vietnam Environment Administration.

Center for Environment and Development-CED (under Nghe An Union of Science and Technology Associations) and the Environmental Protection Advisory Center (belonging to the Vietnam Union of Science and Technology Associations) is a consultant to develop the Strategy/Plan.

Conference attendees include:

International delegates: experts from the Netherlands led by Mr. Boudewijn Fokke.

elegates of the Central Committee: Mr. Mai Thanh Dung, Deputy Director of the General Department of Environment and the delegation of the General Department;

On the side of Nghe An province: Mr. Dinh Viet Hong, Vice Chairman of the Provincial People’s Committee, representatives of related sectors.

After the opening speech of Vice Chairman of Provincial People’s Committee Dinh Viet Hong, Mr. Mai Thanh Dung, Deputy Director General of Vietnam Environment Administration delivered a speech to direct the Workshop.

Representative of the Department of Waste Management and Environmental Improvement, Mr. Hoang Thanh Vinh gave an overview of the context and activities to support the development of the Plan. Mr. Hoang Xuan Truong on behalf of the research team presented the Draft Framework “Plan for sustainable management of pesticide residues in Nghe An province for the period 2015-2020 with a vision to 2030” includes 9 main contents:

  • 1. Legal grounds;
  • 2. Urgency and necessity;
  • 3. Objectives of the plan;
  • 4. Implementation principles;
  • 5. Contents of the plan;
  • 6. Implementation solution;
  • 7. Implementation roadmap;
  • 8. Funding for implementation;
  • 9. Organization of implementation.

There were 8 comments from the delegates.

Dutch experts shared the experience of countries around the world, especially the experience of the Netherlands in managing POP contaminated areas.

and recommend specific solutions for Nghe An.

Other delegates also frankly commented on technical solutions as well as management measures to complete the Plan.

The conference ended well on the same day.
